Cell phone ban would be stiffest in country

A propoasl in Lawrence to ban use of all cell phones while driving - hands-free or not - would be the stiffest anti-cell phone law in the country. That's according to a national agency that reviews wireless phone usage. Traffic safety commissioners are set to consider the ban whgen they meet next Monday.
