Cell phone penalties might increase

Some call it a time-saver. Others say it's a dangerous distraction. Either way you look at it, talking on you cell phone while driving could soon cost you in the city of Lawrence. The city's traffic safety commission will consider a proposal Monday to increase the penalties for these multi-taskers.
