Dennis Steffes, owner of the bars Coyote's and Last Call, says patrons who violate the smoking law should be fined, not the bar owner. Steffes filed a motion earlier this week challenging the constitutionality of the smoking ban ordinance in response to five citations issued to his two establishments.
