The Lawrence City Commission on a 4-1 vote Tuesday agreed to uphold a decision by the city's Historic Resources Commission that rejected a plan that would have allowed the Red Lyon Tavern's owners to remove the windows, doors and part of the roof to create an area to allow their patrons to smoke after the city's ban on indoor smoking in public places.
