A couple of years ago, Tommy Cottin noticed hubcaps at the edges of the street after winter storms. After waiting a few days to see if the owner comes back, he picks up the hubcaps and cleans them off. Broken and replica hubcaps are rejected, but the others find places of honor on his walls.
